47. Procurement

47.1. The University requires all budget holders, irrespective of the source of funds, to obtain supplies, equipment and services at the lowest possible lifecycle cost consistent with quality (the required specification), delivery requirements and sustainability, and in accordance with sound business practice and ethics and legal and regulatory restraints. Factors to be considered in determining lowest cost are noted in the guidance from Procurement Services.

47.2. The Head of Procurement is responsible to the Director of Finance for:

  • Ensuring that the University’s purchasing policy is known and observed by all involved in purchasing for the institution;
  • Advising on matters of University purchasing policy and practice;
  • Advising and assisting Colleges/Services where required on specific departmental purchases;
  • Developing appropriate standing supply arrangements on behalf of the University to assist budget holders in meeting their value for money obligations;
  • Vetting all orders above the limit set in the financial management system before they leave the University;
  • The drafting and negotiation, by agreement and in collaboration with the responsible College or Service, of selected high-value purchase contracts (generally in excess of £25,000) undertaken by the University;
  • Ensuring that the University complies with EU regulations and UK legislation on procurement and related matters.
