Dr Christine Loh Kung-wai OBE JP (DSc)

Christine Loh was born in Hong Kong and studied in both Hong Kong and the United Kingdom. She has a degree in law from the University of Hull and a Masters Degree in Chinese and Comparative Law from the City University of Hong Kong. Her career has spanned business, politics and research.

Christine started her career as a commodities trader before joining the Hong Kong Legislative Council. In 2000 she founded the non-profit public policy think tank Civic Exchange and then joined the Hong Kong Special Administrative Government in September 2012 as Under Secretary for the Environment.

Having been very active in public affairs since the 1980s, Christine founded or served on boards of a wide range of non-governmental organisations in Hong Kong and overseas concerning a variety of issues including environmental protection, urban planning and design, equal opportunity, and the arts. She has served on the council of the Hong Kong University of Science and Technology, and was an adjunct professor.

In her time at Civic Exchange, she authored many learned papers and books on constitutional development, history, and the environment. In the environmental field, she is a noted authority on areas including air quality, energy and climate change.
