Global Conversation, Washington DC: "Cyberwarfare - What is the Role of International Law?"

Cyberattacks pose an ever increasing threat to nation states in the 21st Century, creating the potential for new forms of economic and military conflict between countries.  Whereas international law has provided a consensus on the principles of sovereignty, human rights and armed conflict, it is not clear how these basic premises operate in cyberspace, and especially when these principles and norms come under attack by hostile actions. 

The international community has struggled to keep up with, and resolve, the legal issues posed by hostile cyber operations.  In response, the NATO Cyber Defence Centre of Excellence commissioned a six-year study of the applicability of international law to cyberspace (called the Tallinn Manual Project) by 20 international experts under the direction of Professor Michael Schmitt of the University of Exeter. 

Professor Schmitt will demonstrate how this work is addressing some of the most fundamental questions asked by international policy makers today – namely should international law govern activities and behaviours in cyberspace, and if so, how? Hear a supporting position from esteemed cyber colleague Professor Tom Wingfield (Professor of Cyber Law at National Defence University).

Following the presentation, there will be an opportunity to ask questions to an expert panel.
