Is Expertise the Driving Force?

Whether we take a plane, eat food, or purchase medication in a pharmacy: each time we are affected by European regulatory agencies (ERAs).

The many existing European agencies have assumed ever more tasks originally located at the national level. Hereby, ‘technical expertise’ becomes a defining feature of ERAs. The presentation focuses on three questions:

1. What role does expertise play in the work of ERAs?

2. How is it generated?

3. How contested is it and how autonomous is it from ‘political’ considerations?

The presentation firstly develops an account of the role of expertise in ERAs and, secondly, aims at establishing a theoretical connection between expertise and autonomy. The assumptions spelled out are then tested empirically with the European Medicines Agency (EMA) and the European Food Safety authority (EFSA). The analysis is based on interview data collected during talks with Agency staff (management and scientific), committee members, and Management Board members.
