Staff car parking permit payment options and rates
The following permit payment options are available:
- By credit/debit card (generally for non-University staff)
- By cheque (generally for non-University staff)
- By monthly deductions from salary
Parking permits are changing
You may be aware that the Government has made changes to tax rules regarding paying for workplace parking permits by salary sacrifice. This is a national change, and will affect employees at universities and other organisations across the UK.
The majority of our colleagues currently pay for their car parking permits via salary sacrifice, which sees the cost of the permit come out of your gross salary (i.e. your salary before tax and other deductions.) Under the Government’s new policy, this will change, and payment for permits will be deducted from your net salary (i.e. your salary after tax.) In effect, this means that you will pay slightly more for your permit when the Government’s policy comes into effect. The University has implemented the Government’s grace period for those currently paying by salary sacrifice, so that changes will not come into force until 1 April 2018.
What does this mean for colleagues?
If you are already paying for a parking permit by salary sacrifice, you will continue to pay for the permit in the same way until 31 March 2018, unless you choose to leave before this time. If your current parking permit is due to expire before 31 March 2018, you will be issued an updated permit before 6 April 2017, this will ensure you are covered by the grace period.
If you do not already hold a parking permit, but wish to join, you will not now be eligible for the salary sacrifice grace period – if you join the scheme from now on, your permit will be deducted from your net salary (ie your salary after tax.) This means that a newcomer to the scheme will be paying slightly more for their permit than somebody still in the salary sacrifice scheme, for the same permit band. We regret this temporary two-tier payment structure, but due to Government policy, we cannot accept new permit holders into salary sacrifice for the remainder of the grace period.
On 1 April 2018, all colleagues will pay for their parking permits from their net salaries, and the salary sacrifice scheme will close. Further information about the new charging arrangements from April 2018 will be published closer to this date.
For colleagues at Penryn, different arrangements are in place as car parking is administered by FXPlus. Separate notifications will be sent to staff at Penryn affected by this change in due course.

If you apply for a permit during the academic year the annual rate will be reduced on a part year basis.

- Blue Badge holders. Copies of both sides of your blue badge must be supplied to the Car Parking Office with your application form.
- Staff Authority to Park. Only valid when displayed with a reduced staff pay and display ticket. New applicants will only be entitled if they are eligible.
- Additional Staff Authority to Park. Only valid when displayed with a reduced staff pay and display ticket. New applicants will only be entitled if they are eligible.
- Car Share Permit.
