Personal Protective Equipment at Work Regulations (PPE, 1992)

  • The PPE Regulations implement EC Directive 89/656/EEC on the minimum safety requirements for use of personal protective equipment at the workplace.
  • PPE is defined as being all equipment (including weather protection) worn or held by a person at work which protects him against one or more risks to his health and safety. The definition includes protective clothing such as aprons, gloves, safety footwear, safety helmets, high visibility waistcoats, etc, also protective equipment such as eye protectors, respirators, and safety harnesses. Ordinary working clothes and protective clothing used for hygiene purposes (eg in kitchens) are not included.

Provision of PPE

  • The University must ensure that suitable PPE is provided to its employees if they are exposed to a risk to their health and safety, except where this risk has been adequately controlled by other means which are equally or more effective.

PPE is not suitable unless:

  • it is appropriate for the risk;
  • it takes account of the ergonomic requirements and the state of health of the wearer;
  • it is capable of fitting the wearer correctly
  • it is effective to prevent or adequately control the risks, as far as is reasonably practicable; and;
  • it is marked with the EU mark “CE” (from June 1995)

The University must make no charge for PPE.

Compatibility of PPE

  • The Universitymust ensure that if more than one type of PPE needs to be worn, the equipment is compatible and effective against the risks to be encountered.

Assessment of PPE

  • Before choosing PPE the University must ensure that an assessment is made in order to determine whether it is suitable. The assessment must include:
    • risks which have not been avoided by other means
    • the characteristics which the PPE must have in order to be effective
    • a comparison of the PPE available with those needed to avoid the risk

Maintenance and replacement of PPE

The University must ensure that any PPE provided is maintained in an efficient state, in good repair and cleaned and replaced as appropriate.

Accommodation for PPE

  • The University must ensure that appropriate accommodation is found for PPE when it is not being used, protecting PPE from contamination, loss or damage.

Information, instruction and training

  • The University must ensure that its employees are provided with such information, instruction and training as will allow the employee to know;
    • the risks which the PPE will avoid or limit;
    • the purpose for which, and manner in which, the PPE is to be used; and
    • what is required to keep it in an efficient state, working order and repair.

Use of PPE

  • The University must ensure that any PPE provided to its employees is properly used.

Reporting loss or defect

  • Every employee who has been provided with PPE must report any loss or obvious defect to the University.
