Duties and responsibilities

Consultant in Communicable Disease Control (CCDC) / Duty Public Health Doctor

a) Communicate and liaise with University Medical Officers.
b) Communicate and liaise with the University Meningitis Policy Coordinator (UMPC).
c) Obtain details of all close contacts, determine who requires preventive treatment (antibiotics and/or vaccine) and arrange for treatment.
d) Provide public health information and advice to the university and provide a Local Health Authority help-line.
e) Obtain further advice where two or more cases occur.
f) Inform other C’sCDC.
g) Inform the National Meningitis Charities.
h) Where appropriate, convene the Incident Control Team.

University Principal Medical Officer / Medical Officer, Student Health Centre

a) Communicate and liaise with the CCDC.
b) Inform and liaise with the University Meningitis Policy Coordinator.
c) Inform and alert the General Practitioners of all close contacts who are thus treated and, if necessary, alert other local General Practices to the incident.  Inform and provide advice to the relevant College Dean, hall manager and Resident Tutor.
d) Inform and provide advice to students.
e) Participate as a member of the Incident Control Team, if convened.

University Meningitis Policy Co-ordinator (or Deputy)

a) Communicate and liaise with the CCDC.
b) Communicate and liaise with the Academic Secretary.
c) Communicate and Liaise with the Health, Safety & Environment Adviser.
d) Communicate and liaise with the University Principal Medical Officer / Medical Officer, Student Health Centre.
e) Communicate and liaise with the Vice Chancellor, Registrar and Secretary and, where necessary, other members of the University.
f) Ensure that information is issued speedily to students, as appropriate.
g) Participate as a member of the Incident Control Team, if convened.

Press Relations Manager

a) Communicate and liaise with the University Meningitis Policy Coordinator.  Communicate and liaise with the CCDC.
b) Communicate and liaise with the University Principal Medical Officer / Medical Officer, Student Health Centre
c) Communicate and liaise with the Vice Chancellor, Registrar and Secretary and, where necessary, other members of the University.
d) Prepare and issue press statements and arrange media briefings, as appropriate.
e) Participate as a member of the Incident Control Team, if convened.

University Health and Safety Advisor

a) Devise and revise, as necessary the University’s Policy on Meningitis.
b) Act as the Deputy University Meningitis Policy Coordinator if required.
c) Plan and initiate awareness raising campaigns among staff.
d) Provide advice and information to members of the University on request.
e) Arrange for the provision of the communications in this Policy.
f) Participate as a member of the Incident Control Team, if convened.

The Director of Campus Services

a) Communicate and liaise with the CCDC (especially in locating “target groups”).
b) Communicate and liaise with the UMPC
c) Participate as a member of the Incident Control Team, if convened.

The Guild of Students, Welfare Officer, Guild Health & Safety Co-ordinator

a) Communicate and liaise with the CCDC.
b) Communicate and liaise with the UMPC.
c) Plan and initiate awareness raising campaigns among students.
d) Provide advice and information to students and Guild Staff on request.
e) Communicate and liaise with the CCDC & UMPC to ensure advice and instructions relating to the Family Centre are passed to the Family Centre Manager for action.
f) Provide prompt information to volunteers manning the Nightline student advice telephone service.

Terms of reference

To:
a) develop a strategy to deal with an outbreak, allocating individual responsibilities for implementing action;
b) investigate an outbreak, implement control measures, and to monitor their effectiveness;
c) ensure that adequate manpower and resources are available for the management of the outbreak;
d) provide appropriate information and advice for students and staff, parents, relevant outside agencies and the media; and
e) draft and issue a final report on the outbreak will be circulated to all ICT members and any other agencies
as required.
