Research and Development Manager - Impact Evaluation (Marchmont Employment and Skills Observatory)


Hilary specialises in programme evaluation, economic and labour market analysis and policy research and is Marchmont’s lead researcher on official statistics, economic data analysis and age and employability issues. Hilary contributes to a wide variety of contracted research and evaluation assignment but specialises in programme evaluation and applied labour market research.

She has expertise in:

  • Conducting literature and good practice reviews
  • Designing and implementing programme evaluations
  • Survey design and management
  • Knowledge of official data sets and published research
  • Undertaking secondary data analysis using SPSS
  • Conducting face-to-face interviews and focus groups
  • Producing high quality, accessible reports

Hilary has contributed to a series of employment and skills-orientated reports for ESBs and LEPs in Dorset, the Solent, Gloucestershire, Somerset and Devon. In addition, she has produced recommendations for LEPs on actions that could be taken to promote Graduate Retention, uptake of STEM learning and to maximise the impact of the nuclear development at Hinkley Point.

She also produced a comprehensive statistical analysis of the state of the Somerset economy completed during a quasi-secondment to Somerset County Council as their Senior Economist. She was also the principal author of a report examining approaches to measuring the non-academic impact of university research (DESCRIBE final project report).


Hilary joined Marchmont in 2006 to lead the research and evaluation function of the South West Opportunities for Older People (SWOOP) project following previous research and evaluation roles at the South West Observatory Core Unit, Prism Research Ltd (an economic and planning consultancy in the midlands) and Somerset Training and Enterprise Council.

She has an undergraduate degree in the Economics of Agriculture, Food and Natural Resources from the University of Exeter and a Masters’ degree in Policy Research from the University of Bristol.
