The Tallinn Manual on the International Law Applicable to Cyber Warfare. Professor Michael Schmitt

This presentation will describe the process that led to the preparation of the "Tallinn Manual" by 20 distinguished international law scholars and practitioners between 2009 and 2013. The project was sponsored by the NATO Cooperative Cyber Defense Center of Excellence, based in Tallinn, Estonia. Professor Schmitt, who served as Project Director, will also discuss those issues that caused the International Group of Experts particular problems with respect to applying the law of armed conflict to cyber operations.
