Dual Assurance

Dual Assurance

The University’s business is governed by the University Council, assisted by a number of reporting committees. To assist the governance process a mechanism known as Dual Assurance provides a forum to focus on each area of the University’s business. As its name suggests, this model involves two people. The first of these is a member of the University Executive Board, who takes responsibility for the management and development of policy in a particular area of business. The second member of the Dual Assurance partnership is an Independent Member of Council, knowledgeable in the same area, who provides assurance to Council that this activity is well-managed and that decisions have been reached following due process and appropriate consultation.

Dual Assurance has no delegated or decision making authority. The University’s delegation framework can be found here.

Education and Student Experience Dual Assurance

Education and Student Experience Dual Assurance has responsibility for the management of the University's Education Strategy, including monitoring of University performance and measuring progress in delivering agreed institutional priorities in the area of education.

The Independent Lead is Sir Richard Atkins, the Management Lead is Professor Tim Quine, Deputy Vice-Chancellor for Education, and coordinator is Jonnie Critchley, Business Manager to the Deputy Vice-Chancellor. Education and Student Experience Dual Assurance meetings are also attended by the Academic Dean for Students, Director of Education and Student Support, the Students' Guild Vice-President Education and the Falmouth and Exeter Students' Union President Exeter.

Environment and Climate Emergency Dual Assurance

Environment and Climate Dual Assurance is concerned with the formulation and development of the University’s Environmental Sustainability Policy.

The Environment and Climate Emergency Dual Assurance Independent Lead is Glenn Woodcock, the Management Lead is Joanna Chamberlain, Director of Sustainability. Secretariat support is provided by Emma Tranter, Senior Administrator in the Sustainability team.

Equality, Diversity and Inclusivity Dual Assurance

Equality, Diversity and Inclusivity Dual Assurance is concerned with the University’s Equality, Diversity and Inclusivity activities and initiatives, and with driving forward the University’s commitment to creating a working, learning and social environment that is free from discrimination and promotes a culture of dignity, respect and equality of opportunity. 

The Independent Leads are Salam Katbi, the Management Lead is Imelda Rogers, Director of Human Resouces, and Dorcas Cowan, Equality, Diversity & Inclusivity Manager, acts as co-ordinator for the Dual Assurance partnership.

To drive forward the University’s commitment to creating a working, learning and social environment that is free from discrimination for any irrelevant or irrational reason and promotes a culture of dignity, respect and equality of opportunity. 

To have a strategic overview of the University’s Equality, Diversity and Inclusivity activities and initiatives.

To advise the Council of the University on the progress and performance of the University’s Equality, Diversity and Inclusivity action plan and the University’s responsibilities under the general public sector equality duty which requires the University to have due regard to the need to:

  • Eliminate unlawful discrimination, harassment and victimisation and other conduct prohibited by the Act
  • Advance equality of opportunity between people who share a protected characteristic and those who do not
  • Foster good relations between people who share a protected characteristic and those who do not.

To be appraised of any external factors which may impact upon the University’s Equality, Diversity and Inclusivity agenda.

To provide support and advice to the Equality, Diversity and Inclusivity team.

Human Resources Dual Assurance

Human Resources Dual Assurance is concerned with the reviewing the human resources policies of the University, including the implementation of major policy initiatives.

Estates Dual Assurance

Estates Dual Assurance is concerned with the development, delivery and review of the University's Estate and Capital Programme. 

The Independent Lead is to be confirmed, the Management Lead is Hugh McCann, Director of Estate Services, and Pam Navran acts as co-ordinator for the dual assurance partnership.

The Estates Dual Assurance was renamed in August 2019 and was previously known as Estates and Sustainability Dual Assurance.

Global Strategy and Marketing and Reputation Dual Assurance

Global Strategy and Marketing and Reputation Dual Assurance has responsibility for overseeing the management of the University Global Strategy, including monitoring of University performance and measuring progress in delivering agreed institutional priorities in the area of global partnerships. It is also concerned with the University’s marketing and reputation across Corporate, College and Professional Service areas.

The Independent Council member for Global Strategy and Marketing and Reputation is Damaris Anderson-Supple, the management leads are Professor Richard Follett, Vice-President and Deputy Vice-Chancellor for Global Engagement, and Alicia O'Grady, Director of Marketing, Recruitment, Communication and Global and is supported by the Business Manager to the Vice-President and Deputy Vice-Chancellor Global Engagement, Dr Helen Butler.

Information Technology Dual Assurance

Information Technology Dual Assurance is concerned with the development and delivery of the IT strategy, and ensuring that the risks relating to activity in the business area are being well managed.

Research, Impact and Research Ethics Dual Assurance

Research, Impact and Research Ethics Dual Assurance is concerned with the formulation and evolution and implementation of of the research and impact strategy and will provide assurance and ensure sufficient oversight surrounding delivery of the Ethics Policy and matters relating to research integrity, reproducibility and governance. 

The Independent Lead is Malcolm Skingle, the Management Lead is Professor Krasimira Tsaneva-Atanasova, Deputy Vice-Chancellor (Research and Impact), supported by the Director of Research Services, Drs Astrid Wissenburg and Dr Anthony Walsh, Head of Research Ethics Governance and Compliance.

Advising the Leads is the Research and Impact Strategy Management Group. This is composed of the Associate Deans for Research and Impact who meet on a monthly basis to ensure the delivery of the Research Strategy at College level.
