Regulation is rarely understood and often criticised, but is essential. What are its fundamental aims? A series of major transformations are occurring. Is law (rules, compliance, enforcement, deterrence) effective? Does psychology undermine much traditional theory and practice? What changes are needed in theory and practice? How to create effective regulatory spaces? How to respond to the pace of changes and new risks with new technologies? Is Outcome Based Collective Regulation the solution?
