At a time when Arab States of the Gulf are making headlines for citizenship revocation, the United Arab Emirates is using naturalisation and citizenship as statecraft tools to conscript loyal citizens and project power internationally through the strategic deployment of dual-citizens in service of its geopolitical goals. The "transit-citizen" disrupts conventional notions of citizenship and belonging, signalling a potential shift towards transactional affiliations defined by political utility.
