Strategies for advancing the rule of law internationally are integral to defence, security and national resilience. Values-driven reasoning is characteristic of how NATO countries and partners meet these requirements. At the same time, compliance with the applicable norms is not only a matter of adhering to the rule of law, but also critical for maintaining legitimacy in the eyes of domestic and international audiences, including serving personnel. 

Changing threat environments pose new challenges and require that ethical considerations, governance and the law continually adapt -- especially as new weapons technologies, human-machine teaming, the role of private sector companies, proxy wars, participatory warfare and more, layer up the complexities.
