A book talk by Dr Timor Sharan, Founder and Executive Director of the Afghanistan Policy Lab

The Centre for Advanced International Studies (CAIS) and Strategy and Security Iy Institute (SSI), host a book talk by Dr Timor Sharan. Dr Sharan is the Founder and Executive Director of the Afghanistan Policy Lab and an Honorary Fellow at the University of Exeter, Faculty of Humanities, Arts and Social Sciences. He served as the Deputy Minister for Policy and Programme for the Independent Directorate of Local Governance for the Islamic Republic of Afghanistan and formerly the International. His current research focuses on the relationship among international military intervention, transnational financial flows, and violence.

In this new book, Dr Sharan offers a compelling account of “what went wrong” over decades of military engagement and internationally directed statebuilding that brought the Taliban back to power. The book is an insightful description of complex governance and statehood in post-2001 Afghanistan by an insider, a former senior government official, and a development practitioner. It demonstrates how networked politics emerged as the dominant mode of governance that further transformed and consolidated Afghanistan into a networked state, with the state institutions and structures functioning as the principal “marketplace” for political networks’ bargains and rent-seeking.
